Personal health budgets

Personalised Care
The NHS Five Year Forward View sets out the vision for the future NHS, including a new relationship with patients and communities that supports people in gaining far greater control of their own care when they need health services. A key part of this is developing how Personalised Care is offered to individuals. The CCG is required to publish it’s Local Offer, setting out what a personal health budget is, how to get one and how to find out more. The local offer is here​.

What is a personal health budget?
A personal health budget (PHB) is an amount of money to support a person’s identified health and wellbeing needs, planned and agreed between the person and their local NHS team. At the centre of the PHB is a care and support plan. This sets out the agreed health and wellbeing outcomes that the patient wants to achieve and how the budget will be spent to help the individual.

More choice and control
The aim of a personal health budget is to give individuals more choice and control over the money spent on meeting their health and wellbeing needs. PHBs support the vision of a more personalised, patient-focused NHS.

Co-production and changing the conversation
One of the central aims of personal health budgets is to enable people to play an active role in managing their health. This can also be described as co-production - working together with health professionals as an equal partner, deciding together how best to achieve goals. This may lead to people using their budgets in innovative ways rather than relying on services that the NHS would normally provide.

To enable people to play an active role in managing their health requires a change in conversation. Personalised care is about looking at the needs of an individual as a whole and working with them to prepare a care plan that suits their personal needs.
