South Devon and Torbay Clinical Commissioning Group and Northern, Eastern and Western Devon Clinical Commissioning Group have aligned committees, including the governing bodies and sub-committees, to work more closely together. The aim is to reduce duplication for both CCGs and benefit the population of Devon with consistent decision-making across the county. Both CCG governing bodies are already meeting in common.

If a committee meets at the same time, in the same location, as another CCG’s committee, it is referred to legally as meeting as ‘committees in common’. Joint committees have delegated authority to make binding decisions on behalf of each of the CCGs.

Each committee has its own terms of reference and meeting agenda, with clear accountability back to each CCG.


Committee terms of reference

Below are the agreed terms of reference for the South Devon and Torbay CCG committees that are accountable to the governing body.

Audit and Assurance Committee
The Audit and Assurance Committee assists the CCG in delivering its responsibilities for the conduct of public business, and the stewardship of funds under its control. The committee provides evidence-based assurances that the appropriate systems of internal control are in place and it makes recommendations to the Governing Body on determinations about the assurances received surrounding any internal or external audit findings and probity issues on behalf of the CCG. Engagement Committee
The Engagement Committee oversees the engagement processes of the CCG and provides assurance that engagement is carried out in line with the NHS Constitution, the Health and Social Care Act 2012 and the relevant national policy guidelines. It is the responsibility of the committee to make recommendations on determinations about the assurances received surrounding engagement issues for the CCG and to support the objectives of the Governing Body's operational plans. Joint Strategic Leadership Committee
The Joint Strategic Leadership Committee supports the CCGs' Governing Bodies in deliver their statutory duties as commissioners and, in doing so, ensure that high-quality and safe NHS care is available to meet the healthcare needs of the population, within the resources available. In conducting its functions, the committee will ensure that the care and safety of patients remains the highest priority. The terms of reference are here.

Quality Committee
The Quality Committee oversees performance against constitutional standards and statutory duties, as well as legislation for clinical governance. It can escalate, through the Committee Chair, any issues of concern considered to impact on the commissioning of high-quality and safe care. It is the responsibility of the committee to make recommendations to the Governing Body on determinations about the assurances received surrounding quality issues for the CCG. Strategic HR and Remuneration Committee
The Strategic HR and Remuneration Committee provides assurance and oversight for: strategic people management and organisational development; determinations about remuneration, fees and other allowances for employees and people who provide services to the CCG; and on determinations about allowances under any pension scheme that the CCG may establish as an alternative to the NHS Pension Scheme.
